I am not sure if this idea would apply to you but in some of my skills, I assign a number to the slot's option "id" field. If applied to your issue, it could give you a sequential number for your slots.

I have wondered about the possibility of such a feature. It would be useful for AMBER alerts, hazardous weather and similar type bulletins. People are more likely to have an Echo device these days than a weather radio. As the other comment notes though, how do you address a specific user/device? Perhaps all active devices registered to an account that has opted in for such alerts will be triggered.

I see that Alexa Blueprints supports this very feature! You can create a custom Blueprints Skill and then under "Skill Actions" you can select "Share With Others". This is EXACTLY what I would like to do with some of my Custom Skills. Share them with a select group of people without making them public.
