Another solution would be to have a "Hide removed skills from the list" checkbox somewhere on the UI.

This appears to exist but it doesn't work! I have a skill that is in the removed state. I click the delete button next to the skill, it tells me it has successfully deleted, yet remains in the skill list. Should be able to remove completely from the list.

I agree. I have an old deleted skill sitting my my developer console, which serves no purpose and just add clutter and confusion to my console. So I would like to remove it completely from the skills list in the developer console.
